The architect and urban planner Marcello Piacentini, in 1922, participated in the competition for the Chicago Tribune Tower in which he did not win, and from this experience was born in him a great interest in the tower typology and American architecture.
This passion of his caused him to apply this technique in his projects in Italy as well, so much so that it led him to become involved in the urban redevelopment of the city of Brescia, especially in the historic center.
Thus in 1928 the city's municipality entrusted him with the project of redesigning precisely the historic center with two main purposes: to improve the road system and to fix the neighborhood considered most degraded, namely that of the fishmongers.
In fact, that area was characterized by narrow and cramped alleys surrounded by tenements dilapidated buildings.
The hygienic/sanitary conditions of the area were quite alarming and considered the worst in all of the city.
