When he filed his Privacy Act request with the CIA in August 2026, the portal’s identity verification would not authenticate him against his current address at all. It would only accept the childhood one. In his own words on the form: “In order to login, I had to utilise my childhood home address, where this story of inquiry begins.” The system holding his file recognises him as the child who lived on Clark Avenue, and not as the man on St Paul Street - which is either the flattest possible fact about credit-header identity matching, or the neatest thing in this document, and the evidence cannot tell you which. Tier: the addresses are the author’s own disclosure and are given by street only; the Hawkeye Works and Lockheed Burbank facts are documented in Section X and sourced there. No causal claim is made and none is available - a coincidence of geography is a coincidence of geography, and it is recorded because it is the reason this subsection has a geography at all. House numbers are withheld: the Burbank address has current occupants who are not the author, and the report does not put a stranger’s door on a page about intelligence architecture.
And the working principle is on the masthead, where it has been the whole time. AECA - Ars est celare artem, “it is art to conceal art” - is the second initialism above the fold, and the front matter of this document sets out its provenance in full: post-classical, not Ovid’s words but Ovid’s idea, ars adeo latet arte sua at Metamorphoses 10.252, of Pygmalion’s ivory worked so finely the working disappears. The author wears that sentence as the insignia of the Covert Communications Group - a unit that does not exist - and the roundel is reproduced there: the Latin ringed around a trench-coated figure throwing lightning. Recorded in the front matter as artistic appropriation and not as an evidentiary claim, with the vanished vendor logged as funny rather than as a finding. Which is the reason it belongs in this subsection at all: “the craft that leaves no fingerprints” is not a decoration on a masthead. It is the operating instruction for an installation that has been running for decades and does not announce itself as one - and a work built on that principle will look, from outside, exactly like a man with an unusual biography. That is the point of it, and it is why the report states the principle rather than leaving a reader to trip over the effect.
