On 6 March 2026, UN Women released a global report confirming a stark reality: no country in the world has achieved full legal equality for women and girls. For more than a century, governments have promised equality. Laws were written. Constitutions amended. Treaties signed. Women were told the law would protect them. Yet the protections remain incomplete. Many laws intended to safeguard women are weakly enforced, or structured in ways that make them difficult to enforce in practice. Lex Imperfecta takes its title from the Roman legal concept describing a law that declares a principle but lacks the force to make it real. Across the world, women's rights exist on paper. But without enforcement, the promise of equality remains unfinished.
